Honorable mentions go out to Sean Bean (Alec Trevelyan), Yaphet Kotto (Kananga), and Michael Lonsdale (Hugo Drax).

Where's Red Grant?
The Bond films have to have the right kind of Villain, some of the are a bit over the top but that's one of the things you love about Bond. When they are bad they are very bad.

It was hard to choose, Kanaga and Largo are other noteable mentions.
Blofeld in YOLT only really. Savalas was a bit limp, and Gray was too camp. Pleasance scared the cack outta me.
You gotta love Blofeld, he's the stereotypical Bond villain! Scaramanga is just so original, and he oozes coolness. He's an assasin out to kill 007. Is there anything more villainous than that? And last but certainly not least, Sean Bean as Alec Trevelyan. This is the man that made Bond for me. He had a wonderful perfomance as the villainous 006 and it was good to see somebody that could match Bond punch for punch.
Walken was wasted in A View to a Kill. Otherwise he would be on here.
when will they make a female adversary

Gustav Graves was the very worst villain. Jerome Krabbe was excellent .

I've always had a soft spot for Sanchez who was played with both menace and pathos by Davi in an otherwise indifferent film.
For me the villains make or break the film
You can't beat Christopher Lee for being icily threatening and sinister.

perhaps make the characters more diverse, less 'evil' in the sense of pantomine, more rounded and dangerous

I'm showing my age here.
Pity the character of Blofeld was ruined with constant mis-casting. He could have been a major cinematic villain for all time, instead Goldfinger pretty much takes the credit for the most famous Bond villian.
